Allen L. Penoyer, a Florida inmate, appeals the district court’s order dismissing his civil rights complaint under 42 U.S.C. § 1983. In his complaint, Penoyer named seven individuals as defendants, including three Florida Parole Commission (“the Commission”) members, three Commission employees, and the Secretary of the Florida Department of Corrections. Penoyer alleged, among other things, that the Commission violated his due process rights, as well as Florida’s government in the sunshine law, Fla.
