In this civil action, the United States and the State of Connecticut (collectively the “United States”) allege that the defendants, Stanley Scott (“Scott”), Bobby Riley (“Riley”), and Carmen Vazquez (“Vazquez”) (collectively the “defendants”) violated the Freedom of Access to Clinic Entrances Act, 18 U.S.C. § 248 (1994) (“FACE”).
