Montgomery National Bank (“Montgomery”) commenced this action seeking to reverse the decision of the Office of the Comptroller of the Currency of the United States (“OCC”) approving the application of The First Jersey National Bank/Central (“First Jersey”) to establish a branch at the northeast corner of the intersection of Route 206 and Route 518 in Montgomery Township, New Jersey.
