OPINION AND ORDER

CONBOY, District Judge:

This case arises out of a dispute over the actions of an arbitrator in an arbitration proceeding which are alleged to form the basis for vacating an arbitration award as outlined in the Federal Arbitration Act, codified in Title 9 of the United States Code, section 1 et seq. A tripartite arbitration panel awarded Guthrie Latex Inc. (“Guthrie”) $911,691.86 in a proceeding stemming from the contamination of a liquid latex shipment allegedly caused by the negligent acts of the transport tanker operator, Globe Transport & Trading (U.K.) Ltd. (“Globe”).…
