This proceeding in mandamus was brought by the State at the relation of H. R. Klostermeyer, Herbert P. Campbell, Virgil W. O’Dell and Charles E. Hodges as residents and taxpayers of the City of Charleston, the last named relator being in addition the owner of a one thousand dollar revenue bond, part of a series aggregating $84,000.00, issued by the City of Charleston as a statutory mortgage lien upon an incinerator plant to be constructed from the proceeds of said bond issue and as a charge against the net earnings of that plant as provided in the resolution adopted the…
