LOKEN, Chief Judge.
Gary Lefkowitz and his company, Citi— Equity Group, developed and built low and moderate income housing projects. Lef-kowitz used project funds to pay personal expenses and operating costs, contrary to representations made to investors and lenders. The scheme eventually collapsed, and a jury convicted Lefkowitz of forty-five counts of mail fraud, wire fraud, income tax fraud, bankruptcy fraud, obstruction of justice, and managing a continuing financial crimes enterprise.
