Before the court are the parties’ cross-motions for summary judgment concerning the dischargeability vel non of certain obligations imposed on the debtors-defendants by a state-court judgment. The judgment was rendered in favor of the plaintiff-governmental unit based upon the debtors’ violations of the Connecticut Inland Wetlands and Watercourses Act.
