This is an appeal from a judgment of the District Court for the. District of Wyoming which considered a ruling of the Interior Board of Land Appeals (IBLA) and affirmed it in part but also reversed it in part. The latter ruling pertained to a determination by the IBLA that plaintiff Stewart had suffered rejection of offers submitted by him for oil and gas leases based upon his failure to comply with an agency regulation. The IBLA had affirmed the actions of the Wyoming BLM rejecting offers submitted by Stewart. He, in turn, on behalf of the applicants, appealed…
