Shortly after the City of Chicago’s Board of Education (the Board) denied RJB Properties, Inc. (RJB) two contracts to provide janitorial services, RJB sued the Board, claiming that the Board’s decision violated RJB’s equal protection and procedural due process rights. The district court granted the Board’s motion for summary judgment, concluding that RJB had not offered evidence from which a jury reasonably could find that the Board’s decision was irrational or that the Board deprived RJB of a liberty interest.
