OPINION

SMITH, Chief Judge.

This dispute concerns a matter of contract interpretation and comes before the court on cross motions for summary judgment. The question presented is whether the contractor, a provider of food service at a military base, is entitled to recover increased costs due to state-mandated increases in workers’ compensation and unemployment insurance. The contractor paid the increases, as required by contract. The contractor argues that it is entitled to recover the increased costs under the contract.
