The bill' of complaint was filed to test the constitutionality of chapter 184 of Private Acts 1915, which is entitled:

*27“An act to authorize the establishment of communities and community centers in this State in counties having a population of not'less than 33,500 nór more than 31,000 under the last or any subsequent federal census, the org-anization of such communities being for the improvement of roads and .schools, and for social and industrial advancement.”
