OPINION
BRUGGINK, Judge.
This case arises out of a contract awarded by the Defense Commissary Agency (“DCA”) to plaintiff, Marketing and Management Information, Inc. (“MMI”), on October 26,1995, to purchase and process scanner data collected by military commissaries. It is the termination of that contract which is in dispute. In this court’s prior opinion, Marketing & Management Information, Inc. v.
