The material averments in this petition for a writ of certiorari are these. The petitioner for many years has been employed as an instructor in the textile shop of the Massachusetts Reformatory, a position within the classified civil service of the Commonwealth. On May 8, 1954, he, with seven others, took a competitive promotional examination for the position of assistant industrial shop manager of the reformatory.
