In this multi-pronged petition for review of the Board of Immigration Appeal’s (“BIA”) denial of Kwasi Amanfi’s application for asylum, withholding of removal, and protection under the Convention Against Torture, we are primarily presented with the question whether the BIA improperly deviated from its existing interpretation of the Immigration and Naturalization Act’s (“INA”) definition of a refugee.
