I. Introduction

Petitioner-appellant, Chun Gao, a native and citizen of the People’s Republic of China, petitions this Court for a review of a September 10, 2003, order of the Board of Immigration Appeals (“BIA”), summarily affirming a decision of an Immigration Judge (“IJ”) dated January 24, 2002. The decision of the IJ rejected petitioner’s applications for asylum and withholding of removal under sections 208 and 241 of the Immigration and Nationality Act of 1952, 8 U.S.C. §§ 1158(a) and 1231(b)(3), as well as his application for relief under the United Nations…
