A residential property tenant brought suit against his landlord alleging that the landlord violated his rights under the Tenant Opportunity to Purchase Act, D.C.Code § 42-3404.02 et seq. (2001). The tenant argued that the property was a two-unit accommodation and that thus under D.C.Code § 42-3404.10(3) he was entitled to a ninety-day settlement period rather than the sixty-day period that the landlord afforded him.
