In 2006 and 2007, Respondents, three married couples (collectively, “Borrowers”) 1 , obtained home equity lines of credit (“HELOCs”) from Petitioners, PNC Mortgage, a division of PNC Bank, N.A. (“PNC”), and its loan officer, Suzanne Scales Windesheim (collectively, ‘Windesheim and her Employer” or “Petitioners”).
