Ronald Brownstein (“Brownstein”) has petitioned pursuant to 28 U.S.C. § 2254 (“Section 2254”) for issuance of a writ of habeas corpus against the Director of the Illinois Department of Corrections and the Illinois Attorney General (for convenience, but without any Eleventh Amendment implications, collectively the “State”).
