This proceeding arose out of a complaint by Mansfield T. Tilley to the commission on civil rights of the state of Connecticut in which he alleged a violation of the Fair Employment Prac tices Act 1 by reason of Ms excMsion from membership, because of his race, in Local 35, International Brotherhood of Electrical Workers, hereinafter referred to as the plaintiff.
