NIEMEYER, Circuit Judge.

Based on statements given by Gregory McNeill to FBI agents while in state custody, McNeill was indicted for two bank robberies. McNeill filed a motion to suppress the statements, contending that they were given following an illegal arrest by Baltimore City police.
