Introduction

Zerebrook Gebru (Gebru) and Selamaw-it M. Asfaw (Asfaw) (collectively Appellants) appeal from a trial court judgment granting Respondents’ motion for summary judgment and dismissing Appellants’ petition with prejudice. The action stems from a denial by the St. Louis County Council (the Council) of Appellants’ applications for taxicab licenses. We dismiss in part and affirm in part.
