Reversing.

The appellees, who were plaintiffs below, brought' this suit in the McCracken circuit court seeking a writ-of mandamus against the appellants, defendants below, as Mayor, City Manager, members of the Board of City Commissioners, and Treasurer of the City of Paducah,, requiring them to cause to be published in the Paducah Sun-Democrat, the official paper for the City of Paducah, which is published by the plaintiff, an itemized account of all money received and paid out by the City of' Paducah during the fiscal years of 1936 and 1937.
