f 1 JMC Builders, Inc., appeals from the superior court’ s reversal of an administrative law judge’ s(ALJ) interpretation of whether Thomas McMurren 1 qualified as a person injured and eligible to make a claim against the Arizona Residential Contractors’ Recovery Fund.
