Carman, Judge:

Plaintiff Outlet Books contests the denial of a protest filed under sections 514,515(a) of the Tariff Act of 1930, as amended, 19 U.S.C. §§ 1514,1515(a) (1988). This Court has jurisdiction over this action pursuant to 28 U.S.C. § 1581(a) (1988). The Court holds that the United States Customs Service (hereinafter Customs) improperly classified the subject merchandise as item 274.60 (1984), Tariff Schedules of the United States (hereinafter TSUS) “Lithographs on paper: Not over 0.020 inch in thickness * * * Other” and finds the correct classification to be TSUS…
