Plaintiff Carl Molano (“Molano”) brings this action against Norman Bezio (“Bezio”), Director of Special Housing and the Inmate Discipline Program and Jose Pico (“Pico”), a hearing officer for the New York State Department of Correctional Services (“DOCS”).
