This case is before the Court on defendant’s Motion For Summary Judgment and Plaintiffs’ Cross-Motion For Summary Judgment. 1 In an earlier Order Granting Plaintiffs’ Motion For Preliminary Injunction (hereinafter Preliminary Injunction Order), 2 the Court preliminarily enjoined defendant from putting into effect certain regulations governing the activities of entities receiving funds for family planning services under Title X of the Public Health Service Act, 42 U.S.C. §§ 300-300a-6a.
