MEMORANDUM AND ORDER

PATRICK F. KELLY, District Judge.

Planned Parenthood of Kansas, Inc., and its Executive Director, Sharilyn Young, have brought the present action seeking declaratory and injunctive relief against the defendants, the City of Wichita, Kansas, and the Board of County Commissioners of Sedgwick County, Kansas. Also named as defendants are the individual members of the Wichita City Council and individual County Commissioners, as well as individual members of the Wichita-Sedgwick County Board of Health.
