BACKGROUND

This case stems from a dispute over the amount of payments due under a Housing Assistance Payments (“HAP”) contract between plaintiff, Jackson Square Associates (“Jackson Square”), and defendant, the United States Department of Housing and Urban Development (“HUD”).
