MEMORANDUM OPINION AND ORDER
KANE, Senior District Judge.
This case concerns the Secretary’s authority to reopen a determination for good cause under the Social Security regulations. Theodore Koolstra commenced this action challenging the Secretary’s decision to reopen a determination by the administrative law judge (AU) in his Social Security case. The Secretary moved to dismiss the complaint, arguing there was no subject matter jurisdiction because Koolstra had not obtained a final judgment.
