This matter is before the Court on Petitioner Guadalupe Sanchez-Penunuri’s petition for a writ of habeas corpus. (Doc. # 1.) For the reasons stated below, the Court grants Mr. Sanchez-Penunuri’s petition.
I. BACKGROUND
