LORING, Justice.

This was a suit for ,a mandatory injunction to compel the city of East Grand Forks and the defendants as its officers to hold a city election in November of 1933 under the provisions of L. 1895, р. 16, c. 8, and to enjoin them from proceeding under L. 1933, p. 224, с. 181. Plaintiffs claim that the last cited chapter is unconstitutional and void as special legislation and that the classification of cities therein provided is arbitrary and not uniform in its operation throughout the state.
