OPINION BY Judge SMITH-RIBNER.

George M. Lowe (Claimant) petitions the-Court for review of the June 25, 2004 order of the Unemployment Compensation Board of Review (Board) holding that Claimant was ineligible for Trade Readjustment Assistance (TRA) cash benefits under Section 233 of the Trade Act of 1974 (Trade Act), 19 U.S.C. § 2293, because he was not enrolled in an approved job training program and did not timely request a waiver from the requirement to be enrolled in such training. 1 The issue is whether TRA cash benefits should have been granted.
