WOOD, Circuit Judge.
Mention Chicago to almost any person who has been on an airplane, and that person will immediately think of Chicago’s O’Hare International Airport. It is one of the busiest airports in the world: in 2005, more than 76.5 million passengers passed through its facilities, along with 1.7 million tons of freight.
