MEMORANDUM OPINION
GRADY, District Judge.
This is an action brought by ten power utility companies challenging certain regu*393lations issued by Russell E. Train, the Administrator of the Environmental Protection Agency. The complaint prays for a declaratory judgment finding that the regulations are invalid and for a permanent injunction prohibiting enforcement of those regulations. The case is now before the court on the motions of the Natural Resources Defense Council, Inc.
