ORDER DENYING PLAINTIFFS’ MOTION FOR PRELIMINARY INJUNCTION AND MOTION TO SET ASIDE STAY

The plaintiffs in this case are Frank F. Fasi, Mayor of the City and County of Honolulu, Sharon Gibo, Mark Shiira, and Kiyoshi Kimura, the latter three being voters in the State of Hawaii. On July 2, 1990, the court, sitting en banc, heard plaintiffs’ motion for preliminary injunction.
