ASPEN, Chief Judge:

Plaintiff Lamar Chapman brings this pro se suit under 42 U.S.C. § 1983 against the Village of Homewood and Joanne Krop, alleging violations of various constitutional rights. Presently before us are three motions: (1) the plaintiffs motion to file a First Amended Complaint: (2) the Village’s motion to dismiss; and (3) Mrs. Krop’s motion to dismiss.
