The material allegations of the declaration are that the defendant is a municipal corporation lawfully engaged in the manufacture and sale of electricity for domestic and commercial purposes; that plaintiff owned-a farm in Stowe with certain buildings and personal property thereon; that he was a customer of defendant at Stowe, and was furnished electricity by it in accordance with its schedule of rates, rules, and regulations then on file with the Public Service Commission, which provided, among…
