John S. Carter was elected sheriff of Morgan county, Kentucky, at the November election, 1897, for a term of four year$. On December 23, 1897, he took the oath of office, and thereafter served the term for which he was elected. At the time he was permitted to qualify there were filed, in the office of the county clerk, three bonds, State revenue, county levy, and official, purporting to have been executed by said Carter, with W.
