ORDER GRANTING SUMMARY JUDGMENT
KENT, District Judge.
Plaintiff is the former Director of the Galveston Housing Authority (“GHA”). After he was terminated, Plaintiff filed suit against the GHA, Board of Commissioners of the GHA (the “Board”), Galveston Redevelopment and Community Enterprise Corporation (“GRACE”), and three individuals serving on the Board who voted to terminate Plaintiff. In his Second Amended Complaint, Plaintiff alleges breach of contract and various violations of 42 U.S.C. §§ 1981, 1983, 1985.
