On March 30, 1971, the Board of County Commissioners of Dade County, Florida, passed Section 24-44 of the Code of Metropolitan Dade County, as adopted by Ordinance No. 71-31, regulating the sale and use of phosphate detergents in the county. In rapid succession, the plaintiffs in this controversy, the Soap and Detergent Association, a 115-member industry group, later joined by the Colgate Palmolive Company, Lever Brothers Company, the Procter & Gamble Company, and the Procter & Gamble Distributing Company, filed a complaint in this…
