MEMORANDUM AND ORDER
MAGNUSON, District Judge.
This matter is before the Court on various Motions for Summary Judgment. This case arises out of the management of the Missouri River, which flows from Montana to Missouri. Pursuant to the Flood Control Act of 1944 (“FCA”), the United States Army Corps of Engineers (“Corps”) manages the river and its reservoirs. In conjunction with its responsibilities under the FCA, the Corps developed a more detailed management plan, the “Missouri River Main Stem Reservoir System Master Water Control Manual” (“Master Manual”).
