Each of these actions was brought in the County Court of Richland County, S. C. The first two cases had for their object the recovery of certain sums of money paid by the respective plaintiffs, under protest, to the State Highway Department to procure license plates to be attached to their automobiles which would entitle them to be operated over and upon the highways of the State. The claim of right of recovery in each case is that each of the plaintiffs is an agency and an instrumentality of the United States, and the actions arise…
