In 2006 the North Carolina General Assembly ratified “An Act To Protect North Carolina’s Children/Sex Offender Law Changes” direct*336ing the Department of Correction (DOC) to establish a continuous satellite-based monitoring (“SBM”) program for certain classes of sex offenders.
