{¶ 1} Relators, the judges of the Toledo Municipal Court, have filed a motion for summary judgment regarding funding for certain court expenses. Respondents, the Toledo mayor and council members, have responded in opposition to that motion, and the parties have submitted an agreed statement of facts.
