This matter is before the court on the Motion for Summary Judgment filed by Defendants City of Hammond, Indiana, Sergeant Patrick Vicari (Vicari), and Corporal Karl Eidam (Eidam) [DE 38]. 1 In support of their Motion, the Defendants filed a Brief in Support [DE 39] and a Supplemental Brief [DE 46].
