¶1 James Watkins was arrested for driving under the influence of alcohol, and the Department of Licensing notified him that it would be revoking his driving privileges for refusing to take a breath test. After the Department’s hearings examiner ruled that Watkins’s privileges should be revoked, the superior court reversed the ruling because the arresting officer did not certify his report.
