FACTS

Plaintiff, C C Distributors, Inc. (CCD), is a Texas corporation that operates a Contractor Operated Civil Engineering Supply Store (COCESS) at Tyndall Air Force Base, Florida, pursuant to a contract with the Department of the Air Force. A COCESS is described as a hardware, construction materials and building supply store, located on an Air Force base to support civil engineering personnel performing maintenance and repair services on buildings and infrastructure at the base.
