Appeal from Sixteenth Judicial District Court, Parish of St. Landry; B. H. Pavy, Judge. Action by H. T. Clark against the City of Opelousas. Judgment for plaintiff, and defendant appeals.

Plaintiff sues the city of Opelousas on certain certificates of indebtedness given in payment for certain pavement work done on its streets. We quote one of the certificates as follows:

“19367.
“United States of America, State of Louisiana, City of Opelousas.
“Certificate of Indebtedness for Gravel Pavement.
“Opelousas, Louisiana, March 4, 1914.
“This is to certify, that the city of Opelousas, Louisiana, is indebted unto H. T. Clark, contractor, in the sum of eight and 34/100 dollars, together with eight (8) per cent, interest, interest payable annually, from the date hereof until paid, together…
