The question the ease propounds for determination is, the constitutionality vel non of Act 89 of the Acts of 1900.
*562The title of this statute is “An Act to provide a Civil Service for the City of New Orleans, to repeal all acts inconsistent or in conflict therewith, and especially Sections 38 to 67, inclusive, and Section 110 of Act No. 45 of the Acts of the General Assembly of the State of Louisiana for the year 1896.” It was approved July 10, 1900.
