OPINION
GRAY, Justice.
This is a parental rights case. Two governmental agencies had different recommendations as to what was in the best interest of the children. Termination was sought by the Texas Department of Protective and Regulatory Services after approximately two years of working to improve the situation of the children in then-home. Mental Health and Mental Retardation, although not directly representing the mother’s interest, wanted to return the children to the home and to continue their work with the mother.
